Because of Flutter's deficiencies, she cannot be heard or understood by anybody who is not a Toon from the Dandy's World universe. Her dialogue is translated exclusively for Toons, which means non-DW Toon characters (such as Oswald the Lucky Rabbit and Steve from Minecraft) hear nothing but silence, making communication a little difficult at first.

Flutter is a short, pudgy pink butterfly with a heart-shaped head. She has a pair of rounded, cyan forewings with a white heart outline on each, and two small, rounded hind wings. Flutter was once a cheerful girl who always tried to spread messages of positivity. But the combination of her being entirely unintelligible to human visitors at Gardenview, and one of her closest friends turning out to be a terrible person, turned her into a much more introverted and timid individual who struggles with trusting others who aren't family. Flutter was created at Gardenview to serve as an educator and voice of reason, but the ironic thing is that only her fellow Toons could ever understand what she was saying.
