I'd like the idea of Celestia freeing her own sister Because, if you think about it, it's in line with her character.
I have a theory that the spell that Celestia used to trap her sister on the moon was meant to be permanent, But had a 1000 year long leeway. I believe Celestia felt that she had free her sister eventually because once the spell have hit 1000 year marker, her sister would be trapped in there literally forever and she would never see her sister again. I still believe Celestia orchestrated the situation with her vision powers, But I can also see to it be painful for Celestia for not being able to free her sister earlier and to live for so long without her.
But I guess that sounds more like material for a fan fiction.
