I'd make it an FTP multiplayer game with DLC campaign missions. The game is by far played more for MP than SP. Why not invest more resources into that aspect instead? If there's no base price (of $60 each year), there'll be far less complaints of RNG DLC ruining the game by locking out functional content. It's less of an annual financial throwaway for the players. The lucky items they get, they can keep forever
And for the small minority that (somehow) likes CODs campaigns, they can optionally buy it too. I have to give credit to the COD teams for their cinematography. They're just simply good at making cut scenes and IDK movie theory to even explain it. But it's basically like Michael Bay kind of material. That was the impression I got from Infinite Warfare. However, the writing is abysmal at times. Like 99% of the time. But still, single player missions would be optional. Maybe Activision could encourage customers to try it by providing players new weapons for completing the campaign

Also, gaming fads can get popular unexpectedly. Just look at battle royals. If COD was FTP, they could probably make new modes for new fads faster and for the current COD. COD development time takes 3 years now and they have to make the right guesses about customer demands 3 years in advance. That's way too difficult to predicts accurately. Maybe Battle Royals could die in like half a year and then that'd mean 1 or more of the COD devs would be wasting up to 2.5 years on something that lost its hype long ago. Who knows what the next fad is. Rumor has it that BO4 was originally planned to be a class/hero hybrid and that failed
