Simply make sure they know their place, and don't climb any higher.Pegasi underneath form a sort of middle class entity; they do not commune with the magic, but are almost physically comparable to an Alicorn's flight ability were it not for their hollow bones. To an Alicorn, these are the industrial workers and soldiers, enforcers of our regimes. Their loyalty must be honed and discarded otherwise. They keep what is above and below your kingdom in check at all times. In the skies, nothing is hidden.Earth Ponies inherit the bottom of the ladder; the farmers, bakers, agricultural lot. Fodder citizenry living the day to day. Some may assume meager leadership positions as mayorship or even town hall representative. None should aspire higher. That being said, torment should generally be avoided. Threats are reserved for revolutionaries, not for the salt of Equestria. Like cattle, a good Alicorn ruler domesticates them. Keeps them unthinking, working, a little bit hungry, and mildly thirsty.Ponykind reigns above all. Comparatively, our societies are the most stable.
