When RPing, how can you subtly lead your participants on an adventure when they keep talking to NPCs?

How urgent is the adventure? How well-known is the supposed end goal of the quest at hand? Are you in a quaint little town or a lawless cesspool? Having answers to these questions should help you keep the party focused, and maintain the pacing of the session.
