it's really just frame by frame work, easiest would be to start off with colorful sketches [example; blue color for the head, red for the mane] frame one done, lower opacity, add new layer do the same thing but adjust the pose slightly

personally i find using photoshop to piece everything together easy if it's an animation without music; [cause the frame rate is really easy to adjust]
Otherwise, sony vegas but then you have to drop every frame and adjust the framerate by dragging it around. It's just much more complicating.
