I dont get the question but for phones I recommend ArtFlow. For pc idk. But you could use anything really, just need to get shapes and stuff right with time and practice

Yeah, it's caused a weird protrusion out the top of your head. You'll want to get that chopped off and then the design will be 600% better.
No the hair isn't too long but maybe try ironing it to straighten it out right now he looks like he just got out of bed. But I dunno, I'm bad at OC design.
