No, Brave is right. Russia has sent commandos and cyber security personnel to Venezuela. Also Cuba is showing strong support of Russian actions and sanctions.

The difference here being that Russia and China have both developed a friendship pact, and now both have anti-ship and ICBM technology that move quickly enough that we have no counter measures against them. Which has been openly admitted by the US.
