How do artist here advertise their art and receive their pay? I keep drawing blanks on this.

It's called making posts.
You type in the box at the top about your art, prices, let people know you're available. Receiving pay is done via PayPal mainly.
You could make a group, but most end up dying.
Yes, what Wyatt said. People can't commission you if they don't know they can, first step is to just post cool art you draw, along with mentioning that you are open for commission, and your prices.
