It's from an alternate timeline in the show. Twilight is jumping through time and there's a timeline where the ponies are at war and Rainbow has lost one of her wings.

It’s likely the lighting in the room the picture was taken in. Common issue with photographing traditional art. Also sometimes you can’t get an exact color when working with markers so it may just be a pinkie purple. I’d say it’s just the lighting though.
